Schoolhouse Park - Site Work Bid

NOTICE - SCHOOLHOUSE PARK BID ADVERTISEMENT

SEALED Bids for the furnishing of the necessary materials and construction of the Schoolhouse Park Site Work, 25 N. Grant Street, Covington, Ohio 45318.

Sealed Bids will be received at the Village of Covington Government Center located at 1 South High St. Covington, Ohio until 10:00 a.m. on March 30, 2023 and at that time will be publicly opened and read aloud.

The work will consist of roadway removal, grading, utilities installation, paving, sidewalks and seeding and mulching. The estimate of probable cost for this project is $615,000.00.  Construction completion date November 1, 2023.

Federal funds are being used (Land Water Conservation Funds) to assist with the construction of this project.  Contracts to be awarded under this invitation for bids will be subject to Federal Law and Related Acts that are referenced in this bid package along with the buy America rules and regulations as noted in the bid package.

A pre-bid meeting will be held on March 15, 2023, at 10:00am at the Government Center located at 1 South High Street, Covington, Ohio 45318.

The contract documents, including plans and specifications, are on file at the Government Center and the Engineer -- Kleinfelder Inc.  Documents may be viewed and ordered online or obtained from Becker Impressions, 4646 Angola Road, Toledo, Ohio 43615, telephone 419-385-5303, www.kleinfelderplanroom.com for the cost of printing to be paid to the printing company at the time the drawings are picked up.  Shipping and tax charges are the bidder’s responsibility and payable directly to Becker Impressions. Neither the Owner nor the design team are responsible for any missed sections or communication if documents are not obtained directly from the printing company.

All bids must be signed and submitted on copies or originals of the blanks which are bound in the contract documents.  Bids must state the prices in the blanks provided and enclosed in a sealed envelope marked: Schoolhouse Park Site Work, Village of Covington Ohio.

The bid guaranty may be of two forms:

            1.         A Bid Guaranty and Contract Bond using the form in the Contract Documents.  (The amount of the bid does NOT have to appear on this form.)

            2.         A certified check, cashier’s check or letter of credit in favor of the Village of Covington, in the amount of ten percent (10%) of the bid.  If the contract is awarded a Contract Bond will be required, which is a one hundred percent (100%) payment and performance bond.

The successful bidder will be required to pay not less than the minimum wage rates established by the Department of Industrial Relations of the State of Ohio in accordance with all provisions of the Prevailing Wage Act of the State of Ohio, ORC Sections 4115.03 and 4115.16 and related requirements.

Bids received after the scheduled bid opening date and time, or not accompanied by a satisfactory bid bond or check, will neither be read nor considered.

Village of Covington has the rights to reject any or all bids and reserves the right to waive any irregularities in the form of the bid that do not affect or destroy competitive bidding.  In no case will an award be made until all necessary investigations are made as to the qualifications of the bidder to whom it is proposed to award the contract

No bidder may withdraw his bid for a period of sixty (60) days after the scheduled closing time for the receipt of bids.
